Can't get a job anywhere, on the scrap heap at 48!

Would like a bit of advice/ support please, apologies for the long thread.
I have been a qualified RGN since 1995, I've worked in Palliative care, rehab, general medical, hospice and Practice nursing, CASH nurse. I worked my way up to a sister (F/G grade at the time). However 13 years ago I moved in to public health in the community as a Senior school nurse and then in 2011 I did my specialist practitioner degree in health visiting and have since worked in health visiting (which i loved). 2 years ago health visiting was commisioned by the LA in our area which meant a huge budget cut and a need to lose a quarter of Health visitors. It was extremely stressful and on a daily basis we were bombarded with information about the Management of change process, how many HV we needed to lose and redeployment jobs (often completely unsuitable posts for us). It was a scary time and a lot of HV jumped ship before they got to the end of the MOC process. Including me - a post came up as a clinical lead in the immunisation team - I decided to utilise my leadership skills rather than risk being moved to a post 50 miles away or redeployed to an area of nursing I didnt want or felt unsuited to. I had the job no more than 2 weeks when I found their budget had also been cut and I was most likely to lose my job. At that point I decided to accept MARS in May 2017. i thought I would be able to join an agency while I decided where to go next. However I was unable to get an agency job - no agency in my area will take me on as I have no recent hospital or nursing home experience. I've tried nursing homes, bank nursing at the hospital and several other jobs including PN - unsuccessfully. I have a very extensive CV and completed so many courses along the way in all of the above areas but because I specialised in a area and have had no recent experience in other areas I'm struggling. I also cant do a return to nursing as Ive not been out of practise for 5+years. 
I decided to try using my experience and qualifications in 0-5 year age group by applying for jobs as a nursery nurse but I can't even get a job on minimum wage without going back to college and doing an NVQ level 2/3 in childcare (which costs over £2000+ I might add and no funding because of my age and I already  have a degree plus ). I feel completely stuck and I'm now looking at retail, coffee shops anything. I feel so demoralised - all those courses, experience, knowledge and skills and I'm on the scrap heap at 48 for making the mistake of specialising in health visiting.
